In South Korea, the history of the qualifications has been matured with industry development. Since National Technical Qualifications Act was enacted in 1973, the government makes an effort to develop the ability for improving socioeconomic status and the contribution of qualifications to industry. As the industry has been diversified and globalized, the government has efficiently and systematically operating the qualification by enacting Framework Act on Qualifications in 1997. And then, the qualifications are classified into national qualifications, private qualifications, and foreign qualifications. However, it is hard for national qualifications to abolish or establish a qualification by each organization and the privileged license acquisitors as the qualifications are separately operated by the laws and the organizations and lack consistency. For private qualifications, it is harder to organize even by the government because of the entry barriers by each qualification association. For those reasons, it is necessary to organize the system adapted in the changing job market and operated by the organization managing the qualification system with consistency. This research indicates the inefficiency of the qualification system because the work-study parallelism National qualification system, enacted in 2020, is like the qualification system in business in terms of the general operating system and the operator, except the institute and the law related. Therefore, we analyze the work-study parallelism National qualification system and the qualification system in business and suggest the efficient method to operate and the future research plan regarding the whole qualification system.

As of August 2021, the national qualification system for veterinary nurses started being implemented in Korea. The first national qualification test produced certified veterinary nurses in February 2022. Veterinary nurses assist veterinarians in treating and caring for companion animals. This study investigated improvement suggestions for the current qualification system by pinpointing what was missing in this institution and analyzing exemplary cases in other countries regarding naming for veterinary nurses, national qualification systems and expertise levels, job responsibilities, and the work coverage in veterinary nurses. Under a constantly improving national qualification system, veterinary nurses can be leading professionals for pet animals’ health and well-being and contribute to better veterinary service as long as veterinarians collaborate with veterinary nurses who take on more responsibility in collaborative efforts.

The domestic professional engineer qualification system has been changed after the enactment of the law in 1963. However, the domestic professional engineers have been unaccepted and unrecognized internationally. In addition, the domestic professional engineer system is operated in accordance with the individual laws of each ministry, but the official qualification examination is conducted by the Human Resource Development Service of Korea. Thus, the domestic professional engineer system has many problems in system itself and operating. In this research, we compare the domestic qualification system with the systems of other foreign countries, and propose how to improve the qualification system. This study limits the scope to the qualification examination for PㆍE. We suggest 3 ways to improve the qaulification examination; (1) The structure of the qualifications, (2) The testing method, and (3) The unification of the qualification system and operation.

오늘날 대의민주주의는 대중의 직접참여가 아니라 대표를 통한 간접참여가 근간을 이루고 있다. 본 연구는 국회의원선거제도가 선거결과에 직간접적으로 많은 영향을 주고 있다는 사실에 착안해 한국의 국회의원선거제도에 토대를 제공한 이승만 정부의 국회의원선거제도를 입후보자의 자격기준과 당선기준의 주요 변수인 선거구의 획정방법, 입후보자의 등록방법, 당선인의 결정방식을 통해 검토하였다. 이승만 정부의 국회의원선거제도는 제1대 국회의원선거제도를 기본으로 하여 부분적인 변화와 적용이 진행되었다. 첫째, 선거구의 획정방법과 당선인의 결정방식은 거의 동일하여 입후보자에게 변수로 작용하지 않았다. 둘째, 입후보자의 등록방법은 추천인 수의 축소, 등록기간의 단축, 기탁금제의 도입, 정당추천제의 도입 등 변화가 있었다. 특히, 정당공천제와 기탁금제는 집권당과 이승만 대통령의 권력안정화에 기여하였을 뿐만 아니라 한국의 정당구도가 양당체제로 개편되는데 커다란 영향을 주었다.

The National Competency Standards(NCS) has been developed a good curriculum to reflect the demand in the industry. NCS is defined as systemizing the knowledge, skill, and attitude required to perform a task in the industry. It is an effort to reduce the gap between educational requirements and occupational requirements. However, when NCS is applied, the task level is changed to the title of qualification according to the policy outcomes for the government project. And, the NCS has been emphasizing the purpose of license acquisition, rather than using the standard for tasks in the industry. It means that the misuse of NSC hinders utilizing it as the original purpose of standardizing a task. It requires the customer to study the required competency unit with a no-choice option. Moreover, it makes it hard for companies or industry autonomically run the NCS. Therefore, we define the operational range in terms of the education field, the qualification field, and the career field to diffuse and apply NCS, and suggest the effective utilization method.

Valves are widely used in various industrial fields, such as plants, vessels and shipbuilding. In particular, the performance of the valve is an important factor that can influence the performance of the entire system. Therefore, in this basic study to establish a national technical qualification in the domestic field of valve maintenance, demands for the fields of valves and major congruence were analyzed focusing on the industrial facility curriculum of Korea Polytechnics, and level-differentiated trial examinations were applied to relevant majors to standardize the developed valve tester. The trial examination result displayed that in the highest level of difficulty, in the medium level of difficulty and in the lowest level of difficulty, the pass rate was 0%, 17.86% and 39.29% respectively.

본 연구는 노인스포츠지도사 자격 취득과 관련하여 실효성을 살펴보고, 개선방안을 제안하고자 하였다. 이와 같은 목적을 달성하기 위해 본 연구에서는 2015년부터 2017년까지 전라남도 노인스포츠지도 사 자격 취득 연수프로그램 참가자를 대상으로 하였으며, 총 113명이 설문에 응답하였다. 수집된 자료는 IBM SPSS Statistics 25.0 프로그램을 이용하여 빈도분석을 실시하였으며, 이에 따른 결과는 다음과 같다. 첫째, 노인스포츠지도사 자격증 취득 당시 응답자는 스포츠분야에서 일하고 있다는 응답이 가장 많았으며, 다양한 능력을 겸비하기 위해서 자격을 취득하였다라고 응답하였다. 둘째, 노인스포츠지도사 자격 취득에 따른 기여도와 관련하여 취업과 업무능력 향상도에 따른 기여도에 있어서는 ‘그렇다’는 응답이 가장 많았으나, 임금상승이나 승진과 관련한 기여도에 대해서는 그렇지 않다는 응답이 가장 많았다. 마지막으로 자 격증 활용정도와 관련하여서는 활용도가 낮다는 응답이 가장 많았으며, 그 이유로는 자격 취득자에 대한 혜택이 없기 때문이라는 응답이 가장 많았다. 따라서, 노인스포츠지도사 자격증 취득이 앞으로 업무처우에 있어서 중요한 기준이 될 수 있어야 할 것이며, 이와 같은 제도 마련에 힘써야 할 것이다.

So, We analyze the three functions of qualification and the incentive function, which is the characteristic of customer value, and evaluate what is the shortest part of the value of the qualification that the current customer feels and present the improvement plan. In general, the survey method has structural analysis and probabilistic analysis on the process and the result, but it does not exclude the convenience of the questionnaire itself. This study aims to demonstrate the difference between the results of the survey and the results of general surveys based on the potential weight of the subjects. 한국어 교육은 국내와 국외, 한국어 원어민 교사와 한국어 비원어민 교사에 의해 발전하고 있다. 국외 한국어 교육이 발전하고 한국어 비원어민 교사가 증가하면서 이들에 대한 전문성 강화와 양성 및 활용 방안이 논의되고 있다. 국내에서 ‘한국어 교원 자격’ 제도는 2005년 시행된 이래 한국어 원어민 교사의 전문성을 강화하고 양성 하는 기준이 되었다. 한국어 비원어민 교사의 교육 및 양성에 ‘한국어 교원 자격’ 제도를 활용한다면 국외 한국어 교육과 한국어 비원어민 교사의 발전에 도움이 될 것이다.

The purpose of this study is to develop an engineer competency model using Analytical Hierarchy Process (AHP) to improve the national technical qualification system. Korea has managed technical human resources at the government level through the operation of a national technical qualification system that certifies engineers with national certificates or technical grades by laws. However, there have been increasing concerns that the government system is separated from global standards and does not reflect an engineer’s comprehensive capabilities. For these reasons, the new architecture of the system has been continuously discussed and becomes a major policy issue of the Korean government. For the development of the engineer competency model, domestic and global models were separately structured using 554 valid questionnaires with a consistency ratio (CR) of 0.1 or less. The relative importance of engineer competency factors in a domestic model was career (0.383), qualification (0.253), academic degree (0.195), and job training (0.169) whereas the order in the global model was career (0.308), global ability (0.237), job training (0.175), domestic qualification (0.147), and academic degree (0.134). The results of AHP analysis indicated that the evaluation factors and methods recognized by engineers were different from a current government model focusing on domestic qualifications. There was also perceptual difference in the importance of engineer evaluation factors between groups depending on the type of organizations and markets. This means that it is necessary to reflect the characteristics of organizations and markets when evaluating engineer competency. Based on AHP analysis and literature reviews, this paper discussed how to develop a new engineer competency index (ECI) and presented two effective index models verified by simulation test using 59,721 engineers’ information. Lastly, the paper discussed major findings of our empirical research and proposed policy alternatives for the improvement of a national engineer qualification system. The paper contributes to the management of technical human resources since it provides quantitative competency models that are objectively developed by reflecting market recognition and can be effectively used by the policy makers or firms.

The purpose of this study is to improve practical skill evaluation method of mushroom - trained certified technician's practical skill evaluation which is one of national qualification tests based on national incompetency standards. One of the current National Competency Standards (NCS), mushroom - trained certified technician uses NCS based practical assessment method. In order to improve the current practical evaluation method, we try to improve practical evaluation method based on field customized problem solving ability and improve the practical evaluation method, various evaluation methods should be constructed. On the purpose of identify the diversity and problems of the evaluation method, the experts of the group consultation, the mushroom-related research institute and the related industry collaborated to identify the problems of the actual mushroom - trained certified technician practicum test, This study on the evaluation improvement method was carried out. In this study, the contents of practical test of the current mushroom traits were analyzed and the trends of the latest mushroom industry were widely reflected.

The competition of maintenance services in the offshore wind industry is continually increasing. The quality of the services acts as the distinguishing feature in the industry. Furthermore, there are public standards, which lead to the permanent necessity to offer further education and training programs for employees. To meet the requirements for further training in the specific field of application within the offshore wind industry, a gamified e-learning application has been developed and is introduced in this paper. It consists of a complete solution, which contains the automated analysis of service protocols to identify qualification needs, the involvement of service technicians in the generation of learning materials, the preparation, transmission as well as the further development of those materials in accordance with the principles of e-learning. Finally, the solution contains a gamified mobile application for qualification, which is designed to meet the individual learning needs of the service technicians. This concept paper follows a problem-centred approach. Based on the current state of technology and research, the problem and motivation are identified and the urgency is verified. Furthermore, a detailed specification of the solution and a first implementation approach is presented.

In the current administration, the government's main policies for youth employment and job creation are recognized by the Ministry of National Defense as a special environmental group. In particular, we believe that the self-help efforts of the advanced armed forces of the military, which are being pursued by the military, will fully demonstrate synergies with the current government policies. For this purpose, this study focuses on the people who are the targets of the youth employment, and suggests ways for them to have better jobs and values after the whole world. In accordance with the policy trends of job creation and job creation, we plan to propose a plan to link the national technical qualifications of the Korea Human Resources Development Service with the various projects currently underway for an average of 250,000 human resources development methods of 250,000 soldiers each year. The results will be presented in conjunction with the military-oriented development projects of advanced countries currently under military control.

The study is conducted in order to establish validity of industrial safety field's neo-qualification composition by suggesting reengineering procedure of NCS based industrial safety field's qualifying occupational plan. Second, presenting work·education combined program certification standard. Third, developing NCS based neo-qualification assessment standard. Fourth, developing work·education qualification prototype problem. The process of qualification plan was composed with Worksheet 14 and with 4phase being completing summary of each section, certification and development of assessment standard, and development of prototype problem. As a result, Industrial safety manager was redesigned into Industrial sfety manager and Construction Safety Manager, and Occupational Health Care Manager was redesigned into Occupational Health Care Manager and Industrial Health Manager. This study, in conclusion, suggests development of qualifying occupation that could be applied to the integrated management system and development of future industrial safety field's specialized neo-qualifying occupation.

The study conducted questionnaire analysis to 413 industrial safety field employees in order to examine the necessity and validity of industrial safety field's 17th neo-job classification based on National Competency standards(NCS). As a result, 50.1% of industrial safety management field and 43.3% of industrial health management field answered that classification details of occupational safety and health management field are classified by job(duty) performance. Industrial safety management field recognizes that management and engineering section play a significant role in their work, while industrial health management field recognizes worker's health care and work environment management and overall control of work environment assessment to be significant in their work. Furthermore, industrial safety management field recognizes that separating qualification and foundation of 'construction safety manager', 'chemicals(safety and health) manager', '(toxic)risk assessment evaluator or risk factor manager' to be highly significant. The study is meaningful in that it suggests industrial safety field's qualification items practical in industrial sites
