PURPOSES : Transportation researchers have contributed to try to both understand and accumulate scientifically how individuals move across time and space. Currently, data generated from household travel diary surveys have been used as the basis of travel behavior (or human mobility patterns) analysis in transportation planning and have been buoyed in a sustainability for decades. Against this backdrop, this study introduces mobile phone signaling big data that can convey more detailed human mobility information across time and space and supplement travel behavior analysis. METHODS: We propose a usable and useful dataset driven from the mobile phone signaling data for better travel behavior analysis. Several data-driven approaches have been tried to estimated and calculate variables inserted into the dataset. RESULTS: In the result, this paper discussed the promise of mobile phone based dataset to applications for inferring human mobility patterns applied to directly transport policy. CONCLUSIONS: It is our hope that this study will stimulate future studies on transportation planning and mobility analysis using mobile phone signaling data in Korea.

PURPOSES: The purpose of this study is to examine public transport service indexes to deal with traffic congestion problems that occur in old industrial complexes during peak hours in an attempt to shift personal car-oriented transportation to public transit-oriented transportation. METHODS : We developed several models to evaluate the effect of public transport service indexes on worke’s mode choice using two primary parameters: overall bus service frequency in old industrial complexes and accessibility to bus stops. Ten old industrial complexes were selected to conduct the survey of workers’commuting patterns. From the survey, personal and travel time attributes were collected and used to estimate a binary logistic model with public transport service parameters. RESULTS : As a result, the mode choice model including the overall bus service frequency variable, better explains than other models indicating providing more frequent bus services to workers in the old industrial complexes can attract them to shift their travel mode to bus transit from personal car. Results can be applied to corresponding city’s bus transit service policy decisions. CONCLUSIONS: In this study, it was possible to estimate the variation of mode choice ratio according to the change of the public transport index, and the mode choice variation by each individual industrial complex can be expected to examine in the further study.

PURPOSES: The objective of this study is to propose amendments to the Act on Financial Support to introduce and operate intercity buses with wheelchair lift. METHODS : The existing Act concerning required item(Vehicle modification, Terminal modification, Operating Losses) for the introduction and operation of intercity buses with wheelchair lift is reviewed, a revision of the Act is prepared for the insufficient part. RESULTS : In order to introduce intercity buses with wheelchair lifts, vehicle modifications and terminal modifications are required. If a wheelchair user rides an intercity bus equipped with a wheelchair lift, seat losses are also generated. (The space occupied by one wheelchair is equivalent to six regular intercity bus seats or three superior bus seats.) Under the existing Act, financial support for vehicle modification is possible but financial support for terminal modification and operating losses is impossible. When proposing an intercity bus with wheelchair lift, there is evidence of financial support but there is no representation of the central and local government share ratio. Therefore, this study proposes a share ratio for the central and local government with regard to the cost of vehicle modifications. It also proposes a legal basis for financial support for terminal modifications and operating losses.
