        목적 : 본 연구는 미국의 조건부 운전면허 관련 상세 운영 현황을 알아보고, 분석한 결과를 바탕으로 고령운전자 안전운전 을 위한 국내 조건부 운전면허 도입 시 참고가 될 수 있는 기초자료를 마련하고자 하였다. 또한, 운전재활전문가로서 작 업치료사의 조건부 운전면허에 대한 관심을 제고시키고자 하였다. 연구방법 : 미국자동차협회 교통안전재단(AAA Foundation for Traffic Safety)의 자료를 참고하여 미국의 고령운전자 사고율이 25% 이상에 해당하는 상위 4개 주인 켄터키, 미시시피, 몬태나, 와이오밍 주의 고령운전자 조건부 운전면허 관 련 현황을 정리하였다. 결과 : 본 연구에서는 미국 4개 주의 고령운전자의 운전면허 갱신, 고령운전자 조건부 운전면허 실시 및 제한 방법, 고령 운전자 조건부 운전면허 결정 판단 주체, 지역 현지 심사관(Local examiner)의 고령운전자 조건부 운전면허 결정과 관 련된 현황을 주로 파악해보았다. 조건부 운전면허 제한 유형으로는 고속도로 접근 제한과 거리 제한, 차량 장비 등이 있 었고 각 주의 공통적인 부분으로는 주간이나 낮에만 운전할 수 있도록 야간운전 제한 및 속도를 제한하고 있음을 파악하 였다. 결론 : 본 연구는 미국 4개 주의 고령운전자 조건부 운전면허제도 관련 현황 분석을 통해 우리나라 고령운전자 조건부 운 전면허제도 도입 시 참고 가능한 자료임에 의의가 있다. 앞으로 우리나라 고령운전자를 위한 국내 환경에 맞는 조건부 운전면허제도 도입과 관련된 기초자료로 활용될 수 있을 것으로 사료된다.

        The goal of the decommissioning of nuclear facilities is to remove the regulations from the Nuclear Safety Act. The media that can be considered at the time of remediation stage may usually include soils, buildings, and underground materials. In addition, underground materials may largely be the groundwater, buried pipes, and concrete structures. In fact, it can be seen that calculations of the Derived Concentration Guideline Level (DCGL) and ALARA action levels was conducted in the case of overseas decommissioning experiences of Nuclear Power Plants (NPPs). Therefore, the aim of this study is to review the remediation activities and scenarios applied for the calculation of ALARA action level from the overseas decommissioned nuclear power plants. Media that can be considered for DCGL calculation at the time of license termination may differ from site to site. If the DCGL for the target media was derived, whether additional remediation actions are required under the DCGL value from the ALARA perspective was identified by calculating the ALARA action levels in the case of the U.S. The activities to determine whether additional clean-up is justified under the regulatory criteria are remediation actions which is dependent on the material contaminated. Therefore, the typical materials that can be subjected to remediation are soils and structure basements in the overseas cases. Remediation actions involved in the decommissioning process on the structure surfaces can be typically considered to be scabbling, shaving, needle guns, chipping, sponge and abrasive blasting, pressure washing, washing and wiping, grit blasting, and removal of contaminated concrete. For the cost-benefit analysis of the media subject to DCGL calculation, it is necessary to assume a scenario for the remediation actions of the target media. The scenarios can be largely divided into two types. Those are basement fill and building occupancy scenario. In basement fill mode, buildings and structures on the site are removed, and the effect of receptors from the contamination of the remaining structures is considered. In the building occupancy mode, it is assumed that the standing building remains on the site after the remediation stage. It is a situation to evaluate how the effect of additional remediation actions changes as the receptors occupy inside of the contaminated building. Therefore, parameters such as population density, area being evaluated, monetary discount rate, numbers of years, etc. can be set and assessed according to the scenarios.

        Trades are classified as a direct trade, in which an exporter and an importer directly conclude a contract to execute a transaction, and an indirect trade, in which a transaction is conducted through a third party. A license issued by NSSC is required for the indirect trade of Trigger List Items although the items do not cross the Korea’s borders. This study would summarize characteristics for each type of the indirect trade, and suggest things considered from the perspective of regulations. Sensitive items such as weapons of mass destruction could be illegally transferred through black trade, and the role of brokers is important. Therefore, Korea controls indirect trade of Trigger List Items in a more conservative approach, although NSG guidelines does not include it as a control scope. Advanced countries in export control field such as the US, UK, and Canada also controls on indirect trade. One of the indirect trade types is an intermediate trade in which the goods are imported from a foreign country and exported to another foreign country without being brought into the trader’s country. Another type is a merchandising trade which is a form of brokerage between exporter from a foreign country and importer from another foreign country. Both types have one thing in common that the goods are not crossed the trader’s country. The difference is that an intermediate trader directly participates in the contract and earn a difference between import and export amount, whereas a merchandising trader just arranges the transaction and earns a brokerage fee. The profits from the intermediate trade are considered as export records, while merchandising trade profits are not considered export records. In other words, only the intermediary trade is considered as an export. Also, the license types are different for each of them. An export license should be issued for the intermediate trade of Trigger List Items, whereas a brokerage license should be issued for the merchandising trade of Trigger List Items. The definition of export in the Foreign Trade Act includes intermediate trade for only goods, but technology is missing, although the sub-regulation specifies the intermediate trade including both. The technology need to be added as it can be the subject of intermediate trade in spite of intangible characteristics. Also, outreach activities are more needed as nuclear industry awareness on export control for both trades is low.

        The License on Technology Export of Nuclear Plant is a system that permits the export of strategic technologies for large-scale NPP projects collectively during the project period. So, an issuance of the export license could be omitted for each transfer of technology, but Post Strategic Items Confirmation must be performed before the transfer as a follow-up obligation. Sometimes, transfers of technology have been urgently required during the project. As Post Strategic Items Confirmation process takes up to 15 working days, it may be difficult to respond to urgent situations timely, which may cause setbacks on the project. Therefore, Urgent Technology Transfer System, which allows to transfer technology without prior Post Strategic Items Confirmation, was established to reduce a burden on licensee and improve the efficiency of regulation. This system applies only to the License on Technology Export of Nuclear Plant. In other words, the technology transferred through Urgent Technology Transfer System (hereinafter referred as Urgent Transfer Technology) does not pose any problem with regard to export control because it is already licensed. In addition, the Urgent Transfer Technology should be considered as a strategic technology until Post Strategic Items Confirmation, which means that the Urgent Transfer Technology is more strictly controlled than the generally transferred technology. Also, the Urgent Technology Transfer System does not apply to intangible technology transfers such as technical support through personnel dispatch. The system could be only used in specific conditions which are stipulated for each licensed project in advance in order to prevent indiscriminate abuse of the system by licensee. Licensees are required to report quarterly the stipulated condition corresponding to each Urgent Technology Transfer case, and it would be checked through post-site inspection whether the actual reason for the transfer meets the consulted condition. Moreover, the deadline of application on Post Strategic Items Confirmation after the Urgent Technology Transfer is stipulated for licensee so as not to omit the classification procedure. This Urgent Technology Transfer System does not apply to dual-use items. If the Urgent Transfer Technology is classified as a non-Trigger List Item through the Post Strategic Items Confirmation, it is outside the scope of the NSSC’s export license. In this case, the technology may be subject to an export license of the Ministry of Trade, Industry and Energy (MOTIE). However, if the technology is classified to be a dual-use item after Urgent Technology Transfer, it may result in unauthorized transfer because it has already been transferred. Licensee must apply to classification of MOTIE before Urgent Technology Transfer if the technology being transferred may be related with Dual-use Items. It is easy for licensee to overlook due to the low awareness about this system. Therefore, outreach activities are necessary to raise licensee’s awareness by explaining the Urgent Technology Transfer System and current issues in detail. Consultation with MOTIE may be needed for the improvement on issues.

        Efforts for nuclear non-proliferation have continued since the development of nuclear weapons and the conclusion of the NPT Treaty. Nuclear proliferation requires materials, facilities, and human resources to make nuclear weapons, and it takes a medium to long-term time. There are many restrictions in the current system to obtain nuclear materials and facilities, so it is often done through illegal means, black markets, or confidential transactions. Methods have been developed to evaluate the nuclear non-proliferation regime to strengthen the non-proliferation and solve the problems. The IAEA and the United States DOE initiated the proliferation resistance evaluation in 1980. The DOE conducted the assessment in three main evaluation categories: materials, technical characteristics of facilities, and institutional barriers. In another nuclear non-proliferation evaluation study, some researchers evaluated three main types: current capacity, political situation, and international situation. Detailed indicators include economic capacity, industrial capacity, nuclear capacity, leader’s intentions, political structure, competitive relations, alliances, and international norms. Most of these evaluations are based on the situation at the time of assessment at the national level. Historical examples of nuclear proliferation are rare, and verification is also challenging. The Bayesian probability is widely used when the data is small, experiments are impossible, and the causal relationship is unclear. A Bayesian network is a combination of Bayesian probability and graphics. It is used throughout the industry because it can easily derive results according to causal relationships and weights of various variables, evaluate the risk for decision-making, and obtain changed results through data updates. In particular, to evaluate the proliferation of nuclear weapons, Freeman developed the Freeman network in 2008 and the Freeman-Mella network in 2014. Freeman explained in detail only the process of deriving variables, correlations, and probabilities of factors related to factors such as motivation, intention, and resources. It isn’t easy to view as an objective result value because it does not describe the academic background for path selection, motivation list, intention, and resource variable selection. However, the research was meaningful because he first used the Bayesian network for nuclear proliferation. Although some studies have been done at the macro level, there is no case of applying it in export controls, which is the beginning of the actual spread. Also, there is no quantitative value for factors for risk assessment. There is little data, and verification of causality is difficult, so if the Bayesian network is applied to export control and applied to actual implementation, it will help make decisions such as export license or export denial.

        서론 : 본 연구는 미국의 운전면허 가이드라인을 고찰하여 국내 조건부면허 제도의 개선에 사용 할 수 있는 기초 자료를 제공하고자 한다. 연구 방법 : 미국의 운전면허 제도에 대한 문헌을 중심으로 고찰 하였으며, 미국의 주 마다 시행하고 있는 운전면허 제도를 확인하여 조사하였다. 결과 : 미국은 주 마다 면허 갱신제도와 시력검사, 시야검사, 제한면허의 종류, 차량 보조도구, 의료 및 운전 평가자, 면허 평가자 교육에 대해 다른 제도를 가지고 있으며, 운전 평가의 경우 많은 주에서 의사, 시력전문가 뿐만 아니라 재활전문가 또는 작업치료사에게 의뢰를 하고 있다. 결론 : 미국의 사례처럼 국내에서도 운전재활전문가로 작업치료사가 필요하며 이에 맞는 사회 제도적 방안과 교육 프로그램을 진행하여 다양한 연구가 이루어져야 할 것 이다.

        In this study, an improvement plan was derived by statistically analyzing the system and current status of tests in Korea and survey of seafarers perception in order to improve the expertise of the Korean fishing vessel officer examination. Recently, about 70% of marine accident occurs from fishing vessels. Therefore, it's necessary to improve the examination to reduce marine accidents. As a result, it was identified that an average of 29,265 applicants have applied over the past four years, and among them, 1,833 people have applied for fishing vessel licenses, accounting for 6.3% of the total. According to the result of explanation and response of 115 people, they responded that practical utilization was low, each operation waters has different requirements and it’s necessary to improve the contents of the questions for the specialty subject. In addition, inappropriate questions were found in previous exams. To reduce marine accidents caused by human error and to improve the professionalism of fishing vessel officers, it is necessary to adjust the test criteria and ratio with characteristics of fishing vessels and in the long run, institutional improvements such as the distinction between test subjects and licenses are needed.

        서론 : 본 연구는 한국과 해외의 고령자 운전면허 제도를 비교 고찰하여 국내 고령자 운전면허 제도 개선에 사용 될 기초자료를 제공하고자 한다. 연구 방법 : 미국, 일본, 한국에서 고령자 운전면허 제도에 대한 문헌을 중심으로 고찰하였으며, 국가별로 시행하 는 운전면허제도를 비교하고 국가기관 또는 면허 관련 협회나 학회 자료를 조사하였다. 결과 : 미국의 경우 고령운전자 재활 전문가가 고령운전자의 기능 평가와 선별을 하고 문제점을 도출한다. 일본 의 경우 의무적으로 강습예비검사(인지기능검사)를 받아 운전자 본인의 기억력과 판단력을 사용하여 안전운전을 할 수 있도록 한다. 한국의 경우 시력, 신체 동작 기능 정도를 적성검사로 시행하고, 정신 관련 질환은 질문지에 자진 신고하는 형식적인 검사 수준으로 되어있다. 결론 : 국내 역시 국외의 사례들처럼 고령자 운전면허 제도를 지원하기 위한 운전 재활 전문가가 필요하고 선진 화된 교육 프로그램과 사회 제도적 방안에 관한 다양한 연구가 이루어져야 한다.

        목적 : 본 연구는 노인의 자가운전 현황과 운전면허 관리제도에 대한 인식을 알아보고자 실시하였다. 연구 방법 : 지역사회에 거주하는 운전면허증을 소지한 60세 이상 노인을 대상으로 총 124부의 설문지를 배포하 였다. 배포한 설문지 중에서 총 93부를 회수하여 최종적으로 분석하였다. 결과 : 조사 대상자 중에서 현재 운전을 한다는 응답자가 76명(81.7%)이었고, 운전빈도는 주 1-2회가 26명(34.2%), 주 3-5회 23명(30.3%), 매일 19명(25%) 순으로 응답하였다. 운전하는 시간대는 오전 9시부터 오후 6시까지 낮 시 간대 운전이 61명(80.3)로 가장 많았다. 운전 시 가장 어려운 부분은 시력 저하라고 38명(50.0%)이 응답하였으며, 운전 중단 시기에 대해서는 ‘질환이나 장애가 발생했을 때’35명(46.1%), ‘주변에서 운전을 그만두라고 권유할 때’20명(26.3%) 순으로 응답하였다. 운전에 영향을 줄 수 있는 질환들 중에서 현재 가지고 있는 질환은 고혈압 35명(37.6%), 당뇨병(30.1%), 관절염 19명(20.4%) 순으로 많았다. 운전면허 자진반납제도, 운전기능검사, 교통안전 교육 실시에 대한 동의여부를 확인한 결과, 운전면허증 자진반납제도에 대해서는 반대의견이 73명(78.5%)으로 많았다. 반면에 운전기능검사에 대한 찬성의견은 70명(75.3%), 교통안전교육 찬성의견은 76명(81.7%)으로 반대보 다 많았다. 결론 : 본 연구를 통해 확인한 지역사회 노인들의 노인 운전자의 자가운전 현황과 새로운 운전면허 관리제도에 대한 인식에 대한 이해를 바탕으로 노인운전자들의 안전운전 증진의 방향을 모색하는 것이 필요할 것이다.

        초해상도 기법은 영상 획득장치의 물리적인 한계를 극복하기 위해 저해상도 영상으로부터 고해상도 영상을 생성하는 기술이다. 초해상도 기법들 중 TV 기반 초해상도 기법은 에지보존과 artifact가 없다는 점에서 성공적인 방법으로 평가되어 왔다. 본 논문에서는 저해상도 번호판 영상의 해상도 개선을 위해 새로운 TV 분해 기반 초해상도 기법을 제안하였다. 제안된 방법에서 번호판 영상은 TV 분해에 의해 영상의 주된 객체들에 해당하는 구조적 성분과 텍스쳐 성분으로 분해된다. 여기서, 영상의 주된 객체들과 같은 기하학적인 정보를 포함하는 구조적 성분은 번호판 영상의 번호판 글자와 유사하다. 따라서, 번호판 글자와 같은 구조적 성분의 해상도를 개선하기 위해 NNE 기반 SVR 방법을 제안하였다. 또한, 후처리 과정으로서 윤곽선을 효과적으로 보존하고, 잡음을 제거하기 위해 TV 디노이징 필터를 이용하였다. 실험을 통하여 본 논문에서 제안된 방법이 기존의 바이큐빅 보간법, ScSR, NNE 및 SRCNN 기법들에 비해 양호한 영상 및 PSNR, SSIM 척도 관점에서 향상된 좋은 결과들을 보였다.
