        Advanced Safety Management System(SMS) of Korea Railroad Corporation for risk management should be established applying contents-centered domestic standard according to Railway Safety Act and process-centered international standards suggested by Lloyd's Register Company. Besides, laws, regulations, guidelines and manuals which are optimized for each sector should be systematically integrated to strengthen the consistency of SMS of KORAIL. New safety regulations and guidelines for safety management/train operations/maintenance should be established according to the safety policy of KORAIL to boost effective field work by regulations, guidelines, manuals, etc. The advanced Safety Management System will lead KORAIL as a competent global enterprise with its boosted reputation in the international railway market.

        중소기업 R&D지원은 정책적으로 매우 중요하며 예산 또한 매년 증가하고 있다. 본 연구에서는 중소기업 R&D지원에 대한 성과를 종합적이고 체계적으로 분석할 수 있는 새로운 성과분석 방법을 제안하며 이 모델을 기반으로 중소기업청의 대표적인 R&D지원사업에 대하여 실증분석하였다. 중소기업 R&D지원사업의 성과는 시차(time-lag)를 두고 발생하는데 이때, 단기적인 성과를 효율성, 중․장기적인 성과를 효과성으로 측정하였다. 효율성과 효과성을 나타내는 지표는 과거 선행연구를 기반으로 선정했으며 분석대상 사업별 사업목적, 취지, 내용 등의 특성을 반영하기 위해 지표별 가중치를 도출하였다. 이렇게 효율성과 효과성의 최종 점수가 도출되고 각 사업별 성과의 차이를 통계 검정하였다.분석 결과, 중소기업청의 5개 R&D지원사업의 효율성은 통계적으로 유의한 차이를 나타냈으며 효과성은 통계적으로 차이가 없었다. 효율성 점수는 전반적으로 낮게 나타나며 효과성 점수는 보통이상으로 높은 수준을 보였다. 중소기업청의 R&D지원사업은 대체로 단기적인 성과인 효율성이 낮아 R&D수행상의 비효율을 초래하는 것으로 나타나는 반면, 중․장기적인 효과성에 대한 기대는 높아 R&D수행을 통한 사회경제적 파급효과는 클 것으로 예상된다. 그러나 효율성이 개선되지 않고는 지속적인 성과를 기대하기 힘들기 때문에 이에 대한 정책적 노력이 필요하다.

        The government expands its investment on R&D programs for economic growth, thus there are growing attention on the result of R&D programs. However, our existing research is in the circumstance of only measuring efficiency, but not reflecting unique characteristics of R&D programs. In this study, it provides more developed method for efficiency analysis in national R&D programs by using partial efficiency concept and measuring influence of input factors. It analyzes the influence of each input factor on efficiency by using partial efficiency concept. And it also determines input factors in similar influence throughout Spearman correlation coefficient. Finally, it suggests new method to improve discriminatory power of efficiency analysis by determining representative factors.

        Immobilization of anaerobic ammonium oxidizing bacteria has been studied to enhance the biomass retention of the slowly growing bacteria and the process stability. The purpose of this study was to compare the nitrogen removal efficiency of granular and immobilized anammox bacteria with poly vinyl alcohol and alginate. The specific anammox activity of the granular, homoginized and immobilized anammox bacteria were 0.016±0.0002 gN/gVSS/d, 0.011±0.001 gN/gVSS/d and 0.007±0.0005 gN/gVSS/d, respectively. Although the activity decreased to 43.7 % of the original one due to low pH and O2 exposure during the homogination and the immobilization, it was rapidly recovered within 7 days in the following continuous culture. When synthetic T-N concentrations of 100, 200, 400, 800 mg/L were fed, the immobilized anammox bacteria showed higher nitrogen removal efficiencies at all operational conditions than those of granular anammox bacteria. When the sludge retention time was shorten below 30.7 days and the reject water was fed, the nitrite removal efficiency of the granular anammox bacteria dropped to 8 % of the initial value, while that of the immobilized anammox bacteria was maintained over 95 % of the initial one. The immobilization with poly vinyl alcohol and alginate would be a feasible method to improve the performance and stability of the anammox process.

        As Internet has been wildly spreaded and it's technique is advanced, the use of computers has been routinized and almost data are stored in computers. Accordingly, many companies and researchers have tried to find the relations in these tremendous data and the one way is to use clustering algorithm which is used to find out similar data set in the entire data set and to discover the common properties. In early period, clustering algorithm was performed based on a main memory of a computer and PAM(Partitioning Around Medoids) was representative, which can be complemented k-means algorithm defeat. PAM performs clustering by using the medoid of data instead of means. PAM works well in small data set but it is difficult to apply it to large data set. Therefore, CLARA(Clutering LARge Application) shows up to be used in large data set. This algorithm samples data from large data set and applies PAM to the sample data. CLARA has limits caused by the fixed samples in each clustering stage and has a problem that if the good mediod is not sampled then the result of the clustering becomes not good. CLARANS(Clustering Large Application based upon Randomized Search) overcomes these problems by drawing a sample with some randomness. This algorithm executes clustering using k mediod set extracted in the processing of clustering in each stage. The main objective is to compare and analyze the algorithms which are popularly used for the clustering of big data.

        Recently, Pharmaceutical Logistics Center in the introduction of automated equipment and systems for the efficiency of logistics is very important. To do this, we first classify the specific background factors in pharmaceutical environment factor and then develop the automation system model to analyze the factors that affect the pharmaceutical distribution center. We also develop a efficiency of Logistics Center thorough DPS(Digital Picking System), DPC(Digital Picking Cart System), Sorter such as factory automation equipment by improving the process and data analysis.

        To realize high-performance thin film solar cells, we prepared CIGS by the co-evaporation technique on both sodalime and Corning glass substrates. The structural and efficient properties were investigated by varying the thickness of the Mo:Na layer, where the total thickness of the back contact was fixed at 1μm. As a result, when the Mo:Na thickness was 300 nm on soda-lime glass, the measured Na content was 0.28 %, the surface morphology was a plate-like compact structure, and the crystallinity by XRD showed a strong peak of (112) preferential orientation together with relatively intense (220) and (204) peaks as the secondary phases influenced crystal formation. In addition, the substrates on soda-lime glass effected the lowest surface roughness of 2.76 nm and the highest carrier density and short circuit current. Through the optimization of the Mo:Na layer, a solar conversion efficiency of 11.34% was achieved. When using the Corning glass, a rather low conversion efficiency of 9.59% was obtained. To determine the effects of the concentration of sodium and in order to develop a highefficiency solar cells, a very small amount of sodium was added to the soda lime glass substrate.

        In this paper, we develop an efficient approach to solve a multiple-item budget-constraint newsboy problem with a reservation policy. A conventional approach for solving such problem utilizes an approximation for the evaluation of an inverse of a Gaussian cumulative density function when the argument of the function is small, and a heuristic method for finding an optimal Lagrangian multiplier. In contrast to the conventional approach, this paper proposes more accurate method of evaluating the function by using the normalization and an effective numerical integration method. We also propose an efficient way to find an optimal Lagrangian multiplier by proving that the equation for the budget-constraint is in fact a monotonically increasing function in the Lagrangian multiplier. Numerical examples are tested to show the performance of the proposed approach with emphases on the behaviors of the inverse of a Gaussian cumulative density function and the Lagrangian multiplier. By using sensitivity analysis of different budget constraints, we show that the reservation policy indeed provides greater expected profit than the classical model of not having the reservation policy.

        본 연구는 시설하우스에서 비점오염원으로 인해 배출되는 오염된 농업배수를 인공습지에서 효과적으로 처리하기 위한 기초자료를 확보하기 위해 인공습지에서 여재종류, 조합방법 및 부하량에 따른 오염물질 정화효율을 평가하였다. 인공습지의 조합방법은 수직-수평흐름조, 수평-수직흐름조, 수평-수직-수평흐름조 및 수직-수평-수평흐름조로 구분하여 설계 및 시공하였으며, 여재는 왕사, 쇄석, 방해석 및 혼합여재로 구분하여 각 조에 충진하였다. 또한 농업배수 부하량을 150, 300, 600 L m-2 day-1으로 달리하여 오염물질의 처리효율을 조사하였다. 조합방법별 수처리효율은 HF-VF-HF 조합방법이 다른 조합방법에 비해 높은 처리효율을 보였으며, 최적여재는 COD 처리효율은 왕사가 가장 높았고, T-N은 쇄석, T-P는 방해석이 가장 높았다. 하지만 모든 처리효율과 경제성 부분을 고려하였을 때 최적여재는 혼합여재가 가장 효과적일 것으로 판단된다. 농업배수의 부하량에 따른 처리효율 결과 COD는 농업배수 부하량 600 L m-2 day-1까지 안정적인 처리효율을 보였으나, T-N 및 T-P는 150 L m-2 day-1≒300 L m-2 day-1¤600 L m-2 day-1의 순으로 농업배수의 부하량이 증가함에 따라 약간 감소하는 경향이었다. 따라서 시설하우스 농업배수 처리를 위한 인공습지 농업배수처리장의 최적조건은 HF-VH-HF 조합형 인공습지에 왕사, 쇄석 및 방해석이 혼합된 혼합여재로 충진하고 부하량 300 L m-2 day-1 이하의 농업배수를 주입하는 것이 최적일 것으로 판단된다.

        In order to improve participation and quick decision-making in an emergency, the Voluntary Participation Program was recommended in this study for effective management of Civil Defense. The problems in the Law and Administration group and Forced Education by Mobilization system were analyzed through actual conditions of Civil Defense management and participation. In order to improve these problems, cases such as “Extension of Participation Methods”, “Cooperation Activities with Civil Groups”, “Usage of Community Information” were studied. Based on the investigation results, domestic applicability was recommended.

        The performance of five kind adsorbents, which can reduce nitrogen oxide (NOx) from the diesel engine occupying 85% of the fishing boat, was carried out and the emission reduction filter was manufactured and evaluated in the adsorption efficiency of the emission gas for 240 KW diesel portable generator. As a NOx emission filter made of mordenite which has an excellent cation exchange capacity was manufactured by ball type adsorbents having excellent specific surface area. The adsorption efficiency of mordenite material applying the emission reduction filter began to show up at the operating time 10 minutes in comparison with the activated carbon and zeolite materials, and it was exposed to continue until 100% capability with passing by 20 minutes. So the adsorption efficiency of the NOx reduction filter consistently maintained at the averaged 80%.

        The objective of this paper is to aid in basic directions for the countermeasure against marine accidents by using the statistical data of Jeju Coast Guard from 1983 to 2012. Marine accidents of about 600~1,000 vessels was reported in all the waters around South Korea from 2000 to 2008. From 2009, these accidents increased rapidly and reached 1,600~2,000 vessels. Although marine accidents of longline fishing vessels did not show a big change prior to 1993, the number have increased steadily until 2007. This is considered a tendency that appears when longline vessels, using the Port of Sungsanpo as a base and operating in fishing grounds in the East China Sea, are converted to long-term fishing from short-term fishing for reasons such as cost reduction due to the sudden rise of oil prices and the performance improvement of the fishing vessels. The number of vessels in marine accidents decreased gradually from 1999 to 2002 and for nearly 7 years from 2002 to 2008, the annual average of marine accidents stayed at 97 vessels. This is seemed to be the result of a change in the policy of either the central or local government and largely associated with changes in the way of statistical processing. This tendency is resulted in lower number of the accidents due to careless navigation which can be viewed as a human error than the number of marine accidents due to poor maintenance as a cause of mechanical failure in the same period. The increase rate in the marine accidents of Jeju Island-based fishing vessels is greater than that of other area-based fishing vessels among the fishing vessels operating in coastal and near sea around Jeju Island each year.

        Since 2003, policies and practices related to the reduction of CO2 gas emission from ships has been discussing by the International Maritime Organization. The representative emission index and indicator are the EEDI (Energy Efficiency Design Index) for the new ships and EEOI (Energy Efficiency Operational Indicator) during the voyage. In this paper a water tank test and procedure development are introduced for the purpose of improving EEDI. The results showed good agreement explaining the characteristics properly.

The possession of intellectual property has been the important factor of competition power. In this paper we developed the efficient patent search process with big data analysis tool R. This patent search process consists of 5 steps. We result that at first this process obtain the core patent search key words and search the target patents through search formula using the combination of above patent search key words.

        We present an improved sketch-based image search technique through which users can search their target images from the images in database. This technique can be used in constructing an efficient game development framework. Our basic approach is to search the database by comparing the user-created sketch with the graph extracted from the images in the database and estimating the similarity. The images of high similarities are suggested as the candidates that match the target image. To improve the accuracy of the matching process, we substitute the graph-based representation of images with vectorized coherent lines, which are known as one of the most precise schemes in extracting and describing important features in an image. By the experiments on 820 images of 32 categories, we prove that our scheme shows higher matching accuracy than the existing schemes.
