본 연구는 교육부에서 주관하고(법무부와 연계) 한국연구재단이 운영하는 교육국제화역량 인증제(IEQAS) 4주기 평가지표를 대상으로, 지표 체계가 고등교육기관의 외국인 유학생 유치·관리 역량을 타당하게 검증하는지 진단하고 개선 방향을 제시한다. 분석틀은 국제화(Knight), 품질 개념(Harvey & Green), 정책평가·형평성(Dunn), 구조–과정–성과(Donabedian)의 논 의를 토대로 품질보증(QA), 형평성(수평/수직), 성과사슬(구조–과정–성과), 행정부담·표준화의 네 관점으로 구성하였다. 연구 방법은 질적 문서분석 으로, 2011년 시범도입 이후 주기별 편람과 2025년 4주기 IEQAS 편람, 정책문서·선행연구, 2023년부터 2025년까지 언론 보도를 검토하였다. 분 석 결과, 4주기 IEQAS 평가는 산식 합리화와 고등직업교육 트랙 신설 등 개선이 있었으나 지역·유형 격차 반영의 한계, 성과 지표 편중, 지표 별 기준 시점·집계기간 불일치, 어학연수 교원·고용구조 평가 공백이 확 인되었다. 이에 수도권/비수도권 분리 평가, 단계형 사후관리, 온라인·혼 합수업의 과정 품질지표 보강, 기준시점·집계기간·산식 표준화, 어학연수 교원·고용지표 도입을 제안한다. 이를 통해 IEQAS가 국제화·유학생 정책 의 핵심 품질보증 인프라로 기능하도록 개선 방향을 제시하고자 한다.
The railroad facilities are intended for long-term operation as the initial acquisition costs necessary for infrastructure construction are high. Therefore, regular maintenance of railroad facilities is essential, and furthermore, system reliability through systematic performance evaluation is required. In this study, the signal control system of railroad electrical equipment was selected as the subject of research and the performance evaluation target facility selection study was conducted using AHP. The results of the study can contribute to the reliability of the signal control system as well as to the reliability of the railroad system, which is a higher system.
With the advent of the 4.0 era of logistics due to the Fourth Industrial Revolution, infrastructures have been built to receive the same services online and offline. Logistics services affected by logistics 4.0 and IT technology are rapidly changing. Logistics services are developing using technologies such as big data, artificial intelligence, blockchain, Internet of things, and augmented reality. The convergence of logistics services and various IT new technologies is accelerating, and the development of data management solution technology has led to the emergence of electronic cargo waybill to replace paper cargo waybill. The electronic waybill was developed to supplement paper waybill that lack economical and safety. However, the electronic waybill that appeared to complement the paper waybill are also in need of complementation in terms of efficiency and reliability. New research is needed to ensure that electronic cargo waybill gain the trust of users and are actively utilized. To solve this problem, electronic cargo waybill that combine blockchain technology are being developed. This study aims to improve the reliability, operational efficiency and safety of blockchain electronic cargo waybill. The purpose of this study is to analyze the blockchain-based electronic cargo waybill system and to derive evaluation indicators for system supplementation.
In this study, the effect of improving indoor air quality according to the installation of plants was evaluated in classrooms where students spend much time. The purpose was to prepare sustainable and eco-friendly measures to improve the indoor air quality of school classrooms. A middle school in Bucheon was selected as an experiment subject, and IAQ monitoring equipment based on IoT was installed to monitor indoor air quality. After measuring the basic background concentration, plants and air purifiers were installed and the effects of improving indoor air quality using plants and air purifiers were evaluated based on the collected big data. As a result of evaluating the effects of indoor air quality improvement on the installation of plants and air purifiers, the reduction rates of PM10 and PM2.5 in descending order were plant- and air purifier- installed classes, air purifier-installed classes, and plant-installed classes. CO2 levels were reduced in the classrooms with only plants, and increased in two classrooms with air purifiers. The increase in CO2 concentration in the classrooms with plants and air purifiers was lower than in those with only air purifiers.
본 연구는 중국의 대학평가제도인 “五位一体”를 관료적·법적·정치적 책무성 확보기제, 시장적 책무성 확보기제, 전문적 책무성 확보기제로 분류하고 각각의 특징, 문제점, 개선방안을 제시한 것이다. 중국 고등교육기관, 학술정보서비스, 국가데이터플랫폼 등에서 법규, 지시, 공고문서와 주요보고서, 논문을 수집하여 내용을 분석하였고, 분석을 위해 사용한 이론적 틀은 Burke(2005)의 책무성 트라이앵글이다. 분석 결과, 첫째, 관료적·법적·정치적 책무성 확보기제의 문제점은 상급기관의 행정명령으로 인식된다는 점, 평가지표와 평가방법의 지나친 통일성으로 인해 대학 자율화와 특성화에 부정적 영향을 준다는 것이다. 둘째, 시장적 책무성 확보기제로 분류되는 독자적 평가제도는 없으며, 국가와 전문가 관점의 책무성 확보기제의 평가 항목을 통해 간접적으로 확보된다는 점이 특징이다. 문제점은 정부와 대학의 편견에 의해 시장적 책무성 결과가 왜곡될 수 있다는 점과 학생, 학부모, 기업 등 시장의 관점에서 유의미한 제도가 아니라는 것이다. 셋째, 전문적 책무성 확보기제의 특징은 개인(교원)에게 요구되는 책무의 내용, 수단이 없다는 것이며 문제점은 폐쇄적 전문성을 바탕으로 한 자율규제 방식이라 대학과 개인(교원)의 실질적 문제점이 외부로 공개되지 않는다는 점이다. 각 책무성 확보기제의 문제점을 개선하기 위한 주요 방안으로 1) 개방적 평가기구를 설립, 2) 대학 내 사회 적합의 기구 설치, 3) 평가절차 및 평가결과 공개 강화, 4) 내적 동기부여 시스템 구축을 제시하였다. 본 연구는 기관평가와 상호 연계된 대학 자체평가, 학문계열평가, 국제평가, 교학상시현황모니터링시스템을 책무성 이론 관점에서 종합적으로 분석해 봄으로써 향후 중국 대학 평가제도의 발전 방향 등에 대한 시사점을 제공한다는 점에서 의의가 있다.
The recent development of modern weapon system by SOS (System of System) has required users to have more exact decision making. It is possible to achieve the control of complex weapon system more efficiently and effectively by increasing usability. Accordingly, many studies on graphical display have been conducted for several years in the field of HCI (Human Computer Interaction) and GUI (Graphic User Interface), starting from its design stage. Therefore, this paper focuses on evaluating the system GUI usability and analyzing several important points based on performance model, which is a tool for the evaluation and the improvement of service quality. Performance Model, the main focus of this study, reflects user expectations (which is defined as user importance in this paper). The study consists of four steps. First, 34 checklists are drawn from the existing studies related to GUI usability evaluation by using a heuristic method, and then the checklists are matched with 11 weapon system design factors. Next, the study evaluates the importance of GUI element and the usability of weapon system “A” with the checklists twice respectively. Third, the performance of user importance (Pi) and the performance of usability (Pu) are calculated by modifying a numerical formula for normalization in this step. Finally, the study compares the approach it takes and the existing usability evaluation method, demonstrating that there is a significant difference between the two methods as a result. In addition, 4 improvement factors are suggested for weapon system “A” as “Shortcut” and “Description of Abbreviation,” and so on. Although it is necessary to conduct more studies for higher reliability and validity of the results, this study is meaningful considering it takes a new point of view.
In this study, by comparing the heating performance when operating the air conditioning system that is installed directly air-cooled(heater) air conditioning central air conditioning system of the ship, with improved performance, through the actual measurement study of thermal environment of the cabin, Ship's air conditioning in the future it is intended to be used as a basic data experience of design and planning.
The history of Korea Qualification system began after the Korea War. The Qualification was recognized to it's value with economic growth until the 2000. But the value of qualifications has to be re-evaluated under the current global environments. Almost Previous research has not to work for the value of qualifications all of Korea. So, This study presents a evaluation structure frame to work and some evaluation factors for the qualification value. In addition, the methodology proposed to obtain results using the AHP weights based on the evaluation methodology and questionnaire. The analysis results are used as a basis for selecting the future policy direction of the national qualification.
본 연구에서는 목포해양대학교의 실습선 새누리호를 대상으로 선박의 중앙집중 공조시스템에 공랭식 에어컨을 직접 설치하여 성능을 개선시킨 공기조화시스템으로 운전하였을 경우의 냉방 성능을 비교하고, 선실의 온열환경에 대한 실측조사를 통해서 향후 선박용 공기조화 설계 및 계획에 경험적 기초참고자료로 활용하고자 하는 것이다. 연구결과 동일한 외기조건에서 기존의 중앙집중방식 공조시스템과 개선된 공조시스템으로 운전하였을 경우, 모든 선실의 온도는 24~28 ℃, 습도는 55~75 %로 쾌적한 조건임을 알 수 있었고, 발전기 부하를 측정결과 공기조화시스템의 성능개선에 따라 평균 부하 48 KW, 전부하시 부하율 약 8 %정도 감소하여 1일 연료소모량 FOC는 하루 평균 222[L/day]의 기름이 절약됨을 알 수 있었다. 또한 학생 선실(Cadet No. 21)은 기관실의 전열로 인해서 온도가 높게 나타났는데, 이것은 공기조화 설계 시 취출구 개수 및 전열부하를 고려하지 못한 결과로 판단된다.

Recently, BNS (Best System) developed a system for evaluation and classification of soil and concrete wastes generated from nuclear power plant decommissioning. It is composed of various modules for container loading, weight measurement, contamination evaluation, waste classification, stacking, storage and control. The contamination evaluation module of the system has two sub modules. One is for quick measurement with NaI (Tl) detector and the other is for accurate measurement with HPGe detector. The container used at the system for wastes handling has capacity of 100 kg and made of stainless steel. According to the measurement result of Co-60 and Cs-137, the waste is classified as waste for disposal or waste for clearance. Performance of the system was demonstrated using RM (Reference Material) radiation source. This year, necessity of system improvement was suggested due to revised operation requirements. So, the system should show throughput of more than 1 ton/hr and Minimum Detectable Activity (MDA) of less than 0.01 Bq/g (1/10 of criteria for regulatory clearance) for Co-60 and Cs-137. And soil waste become main target of the system. For this, the container used for soil waste handling should have capacity of 200 kg. As a result, material for the container need to be changed from stainless steel to plastic or FRP (Fiber Reinforced Plastics). And large area detector should be introduced to the system to enhance processing speed of the system. Additionally, container storage rack and conveyor system should be modified to handle 200 kg capacity container. Finally, moving path of the container will be redesigned for enhanced throughput of the system. In this paper, concept development of the system was suggested and based on that, system development will be followed.
This study was conducted to establish scores according to the importance levels of each HACCP evaluation item in cattle farm. The importance levels and score of each HACCP evaluation item was derived through the non-compliance rate and severity levels of hazard. In order to change the score criteria according to the importance of each HACCP evaluation item, we analyzed the importance of each HACCP evaluation item by using the portfolio mapping method according to the occurrence frequency and severity levels of hazard. The scores were classified into 3 point, 2 point, and 1 point, respectively, by classifying the importance of each category as ‘high’, ‘middle’ and ‘lower’. Accordingly, we have established a now scoring system of each HACCP evaluation item through this study. Through the result of this study, the objectivity of the comparative evaluation was verified by implementing the currently used HACCP evaluation item to the cattle farm. In conclusion, Implementation of the result of this study to cattle farm may help to increase the objectivity and also improve more safety and hygienic cattle management and raw milk production.
The Korean environmental impact assessment(EIA) system, and explored ways to improve it as a more efficient and viable institution relevant to the demand of our time and conditions in study. The first problem this study identified is found in the fact that the party to write up the assessment report is itself the business operator or the one who is planning to work out the business plan. This structure translates into placing an order with an agent for EIA report. The reporting job may br subcontracted to the agent at a cost far below the rate specified in the ‘Standard for Estimate of Agency Fee for Environmental Impact Assessment.’ This practice also causes the vicious circle of producing a report that is written to justify the project or business in question or it leads to rough-and ready and poor documentation to minimize the time required. Second, in order to achieve the goal of the plan or business, which is the target of EIA, the local residents tend to ve regarded as an obstacle. This means elimination of the local people from participating in the EIA or their opinion being frequently ignored. This is the seed of distrust and hostility that sometimes provoke disagreements or fierce conflicts. The first proposal to improve these problem is to improve the factors that cause poor documentation of the assessment report as well as improve the understanding of the EIA system. This study proposes the following measures for improvement. The agency cost for EIA should be paid by the business operator or a third party that can ensure faithful implementation of the payment. A system should be established to verify transparent estimation of the agency cost. In order to enhance the professional quality of EIA agents, there should be implementation of qualification test for industrial engineer of related engineers in addition to the current EIA Qualification Test. The second proposal for improvement is to improve the citizen participation process by instituting a legal framework to make clear the purpose of the briefing session for local residents, which is held as a procedure of EIA, and to ensure more positive publicity during the stage of listening to the opinion of the local community. For a smooth and rational communication process, a moderator and a communicator of opinion, as is the case in a public hearing, could be instituted to clearly get the purpose of the briefing session across to the residents and to help to carry out the explanation and Q & A sessions according to the categories of the opinion of the residents. At present, the notification of the public inspection of the draft of the assessment report and briefing session for the residents is made on the newspaper and internet network. But some people have difficulty with access to this method of announcement. A higher participation rate could be secured if a legal provision is added to specify putting up placards in specific places such as the entrance to the place for the briefing session for residents or the building of administrative agencies of the area concerned.
To improve air quality around a broad way, Daegu Metropolitan city employed the clean-road system at a part of the broad way of Dalgubul (Daigubul-daero) in 2011. The clean–road system in general is operated two times (4 am, 2 pm) during summertime. In case of scorching alert, the system is operated 3 times a day (4 am, 2 pm and 4 pm). To evaluate the effect of air quality improvement due to the system, we analyzed the time variation of monthly mean particulate matter (PM10) concentration in recent 3 years (2011-2013). The improvement of air quality was estimated at about 5~15 % under the system.
Recently, retrofit by using fiber reinforced polymer (FRP) has been widely applied to building structure. However, it loose the retrofit contribution under high temperature due to fire because of its low glass transition temperature. In this manner, this paper presents a study on the development of fire resistant capacity in FRP retrofit system. Thermal transition of various fire resistant materials were verified by performing high temperature loading test. As a result, it was found that calcium silicate and alumino silicate had high resistance on the heat transition.
