This study analyzed effective capacity building education plans for public institution management supervisors. A survey was conducted on 635 management supervisors of public institutions (99 institutions) subject to the safety management rating system to understand the characteristics of educational participants and the impact of educational satisfaction on professionalism improvement after capacity building education. As a result of statistical analysis, the professional improvement according to the affiliation of educational participants was higher in the workplace and construction site divisions than in the research facility division, and the professional improvement according to the working period was higher for more than 15 years than for less than 5 years and less than 15 years. In addition, the quality of education had a significant positive (+) effect on the degree of professional improvement. This study can be used as basic data for further research related to capacity building education for public institution management supervisors
The operation time of a disposal repository is generally more than one hundred years except for the institutional control phase. The structural integrity of a repository can be regarded as one of the most important research issues from the perspective of a long-term performance assessment, which is closely related to the public acceptance with regard to the nuclear safety. The objective of this study is to suggest the methodology for quantitative evaluation of structural integrity in a nuclear waste repository based on the adaptive artificial intelligence (AI), fractal theory, and acoustic emission (AE) monitoring. Here, adaptive AI means that the advanced AI model trained additionally based on the expert’s decision, engineering & field scale tests, numerical studies etc. in addition to the lab. test. In the process of a methodology development, AE source location, wave attenuation, the maximum AE energy and crack type classification were subsequently studied from the various lab. tests and Mazars damage model. The developed methodology for structural integrity was also applied to engineering scale concrete block (1.3 m × 1.3 m × 1.3 m) by artificial crack generation using a plate jacking method (up to 30 MPa) in KURT (KAERI Underground Research Tunnel). The concrete recipe used in engineering scale test was same as that of Gyeongju low & intermediate level waste repository. From this study, the reliability for AE crack source location, crack type classification, and damage assessment increased and all the processes for the technology development were verified from the Korea Testing Laboratory (KTL) in 2022.
Public institutions have a responsibility to ensure the safety of their employees and the public. One way to do this is to implement a systematic safety inspection system based on risk assessments and continuous improvements. This study developed a systematic safety inspection system for public institutions that are ordered construction projects. The proposed system in this study consists of a three-step process: (1) developing safety grade evaluation tables, (2) preparing and conducting safety inspections, and (3) evaluating and improving safety management grades. The first step is to develop safety grade evaluation tables by analysis and diagnosis of the construction site's work type, disaster statistics, and related laws. The second step is to conduct safety inspections using the developed evaluation tables. The third step is to determine the safety management grade based on the results of the safety inspection, and to improve risk factors found during the safety evaluation. The proposed system was implemented in highway construction projects carried out by public institutions. The results showed that the proposed system has two major effects: (1) reducing accident-related deaths and injuries, (2) improving safety management levels by continuous evaluation and improvement. The proposed system can be utilized in construction projects ordered by public institutions to improve the level of occupational safety and health.
This study analyzed the factors affecting the educational effect of safety innovation education for management of public institutions. A survey was conducted on 294 CEOs and executive directors of public institutions (divided into construction sites, workplaces, and research facilities) subject to the safety management rating system to understand the impact of educational participants' characteristics and behavioral intentions after safety innovation education. As a result of statistical analysis, it was found that the executive director had a higher behavioral intention than the CEO, and the education quality, education instructor, and educational environment all had a significant positive (+) effect on the behavioral intention. This study can be used as basic data for further research related to safety innovation education for management of public institutions
세월호 참사 이후 연안여객선 안전증진을 위하여 관련 법령의 정비, 운항관리자 제도 혁신 등 다양한 물적 인적 규제의 강화와 재정적 지원제도가 마련되 었다. 그러나 이러한 많은 제도적 개선과 재정적 지원 결정에도 불구하고 연안 여객선의 안전운항은 보장되지 않고 있다. 이 연구는 연안여객선의 안전운항을 보장하기 위한 하나의 유력한 방안을 모색하기 위하여 수행하였다. 연구의 결 과 “연안여객선 안전공영제 도입의 필요성은 있다.”라는 결론을 도출하였다. 이 연구에서 제안하는 안전공영제는 연안여객선을 이용하는 ‘국민의 안전을 증진’하고 ‘국민의 이동권을 증진’하기 위하여 국가가 그 비용의 일부 또는 전 부를 부담 또는 지원하는 제도이다. 안전공영제를 위해서는 별도의 특별법을 제정하는 것이 필요하다. 그 이유는 첫째, 개별법령들을 조금씩 고쳐 근거 규정을 만드는 경우 입법목적이 정확하게 드러나지 못하고 결국 현실에서는 제대로 작동하지 못할 가능성이 크다. 특별법 을 통해 ‘안전공영제’의 입법 취지와 목적을 분명하게 선언하는 과정이 필요하다. 둘째, ‘안전공영제’는 정확한 정의가 필요한 개념이 많다. ‘안전’, ‘안전공영제’, ‘안전비용’ 등의 개념은 사회학적으로 그 의미가 설명될 수 있지만, 법률적으로 는 정확한 개념의 정의가 필요한 용어이다. 따라서, 기존 해운법, 항만법 등에 서 별도의 용어 정리를 하지 않는 이상 개별 조문에 갑작스럽게 등장하게 되면 제대로 해석되지 못하거나, 시행령이나 시행규칙에서 협소하게 축소될 위험도 크다. 특히, 예산을 수반하는 항목의 경우에는 법에서 그 대상 범위를 분명하게 정하지 않으면 사실상 무의미한 개념이 될 가능성이 크다. 별도의 특별법에서 개념 정의를 분명하게 할 필요가 있다. 셋째, 4.16 세월호 참사에 대한 진지한 성찰과 개인의 안전할 권리를 보장하 는 국가의 헌법상 의무가 강조된 최근 헌법 개정 논의의 연장선에서, 국가의 구성요소인 국회와 정부가 국민의 안전보장 의지를 대내외적으로 분명하게 선 언하고, 나아가 안전한 사회를 위한 국가의 책임을 충실하게 이행한다는 것을 보다 분명하게 한다는 관점에서도 개별법 개정보다는 연안여객선 ‘안전공영제’ 도입을 위한 특별법 제정이 타당한 방안이라고 생각한다. 이 제도를 시행하는데 소요되는 예산은 연간 약 241억 원이다. 안전한 연안 여객운송 체계를 만들어 단 한 건의 대형 연안여객선 참사를 막을 수 있다면 그만한 충분한 가치가 있다는 점에서 연안여객선 안전공영제 등은 반드시 추진 되고 실천되어야 할 과제이다. 오늘날 국민의 안전권을 확보하는 일은 국가의 책무 중에서도 가장 우선되어야 할 위치에 있는 역할로서 인식되고 있는 만큼, 연안여객선의 안전운항 증 진을 위한 연안여객선의 안전공영제 도입과 그 시행을 위하여 소요되는 국가의 재정적 지원은 세월호 참사에 대한 국가의 책무를 이행한다는 측면에서 그 의 의가 있다고 생각한다.
The purpose of this study is to investigate the effect of organizational safety and health management activities on safety and health performance by using the results of safety activity level evaluation of public organizations. To this end, a research model was established by using three fields as independent variables among the four areas of the safety activity level evaluation index: safety and health system, safety and health activity plan, and safety and health activity level, and the safety and health activity performance field as a dependent variable. Correlation analysis and regression analysis between major variables were performed. As a result of the correlation analysis, the safety and health activity performance had a significant positive (+) correlation with all of the safety and health system, safety and health activity plan, and safety and health activity level. The safety and health system had a significant positive (+) correlation with the safety and health activity plan and safety and health activity level, and the safety and health activity plan had a significant positive (+) correlation with the safety and health activity level. And as a result of the regression analysis, it was found that the organization’s safety and health system, safety and health activity plan, and safety and health activity level all had a significant positive (+) effect on safety and health activity performance.
오늘날의 안전사회에서 기술의 중요성은 아무리 강조해도 지나치지 않는다. 이런 맥락에서 무수히 많은 기술에 관한 사항이 법률, 시행령, 시행규칙 산하의 하위규범인 고시의 형태로 법 안으로 통합되어 제정되고 있다. 문제는 그 고시가 많은 면에서 국민의 권리의무에 영향을 미치는 사항을 포함하고 있어서 국민의 권리와 의무와 관련된 사항을 규제하는 소위 법규명령으로 보아야 하는 경우가 많다는 점이다. 본 논문은 특히 선박안전법상 고시를 연구대상으로 하였다. 선박안전법은 의회가 제정하는 법률, 행정부가 제정하는 법규명령, 법규명령을 구체화하고 행정부 내부에 적용되는 행정규칙으로 구성되어 있다. 본 논문에서 주된 발견은 선박안전법상 고시는 형식상은 행정규칙으로 보이지만 현실적으로는 실체적인 면에서 법규명령에 보다 가깝다는 것이다. 또한 실무적으로는 고시가 법규명령으로서 작용한다고 하더라도 고시라는 고유한 법체계상 지위는 고시 위반에 관한 형사 및 민사 사건에서 경감된 책임을 형성시키는 정당화 근거를 구성시킬 수 있을 것이다.
액체위험물 취급 부두에 대한 국민적인 관심이 대두된 것은 “원유운반선 우이산호 부두접촉사고”로 기인하였다고 해도 과언이 아니다. 2014년 1월 31일 여수 GS-Caltex 원유부두로 진입하던 싱가포르 국적 초대형 유조선(VLCC) “우이산호(WU YI SAN)”가 원유부두와 원유이송 송유관과 충돌하여 송유관 내부에 있던 유류가 해상으로 유출된 사고이다. 또한 2015년 6월 12일 중국 텐진항에서 루이하이 물류회사 위험물 창고에 적재된 질산섬유에서 발화한 불이 질산암모늄 등 화학물에 옮겨 붙어 대규모 폭발을 일으킨 텐진항 폭발사고도 있다. 이 사고로 중국 공안 및 검찰은 관련자 49명을 형사입건하고 장관급 공직자 5명을 포함한 74명에 대해 징계 처분을 건의했다. 텐진항 폭발사고의 발생이 비단 중국에만 한정된 사항은 아니다. 우리나라의 경우도 액체위험물(화학물질)의 수출은 제조공장에서 완성되어 도로 또는 철도를 통해 위험물 취급 저장시설이 있는 인근 항만의 위험물 보관업체에 이동·보관되었다가 선박을 통해 이루어지고 있다. 액체위험물의 수입도 수출의 역순으로 행해진다. 그런데 위험물에 대한 정의가 개별법 마다 다르게 규정되어 있어 위험물 안전관리의 허점이 발생되는 것이다. 즉, 선박안전법, 위험물안전관리법, 철도안전법, 교통안전법, 화학물질관리안전법, 산업안전보건법 등의 각 개별법의 위험물 정의 및 적용이 상이하다. 이 연구의 목적은 액체위험물의 안전관리 규정에 대한 문제점을 파악하고 개선방안을 제시하는 것이다. 특히 액체위험물 공용부두의 개념과 운영에 관해 항만법, 항만운송사업법 및 선박의 입항과 출항 등에 관한 법률의 비교분석을 통해 자체안전관리계획서상의 작성주체를 명확히 하고, 공용부두의 안전관리방안을 제시하였다.
The Chinese toxic milk scandal raised tremendous global concerns about food safety in China. To repair the tarnished reputation of domestic food production, Chinese authorities focused on compulsory food safety liability insurance. Unfortunately, the introduction of compulsory food safety liability insurance in the Food Safety Law of the PRC has been delayed by the disagreements of Chinese legal scholars. Chinese legal scholars have examined the legitimacy of compulsory food safety liability insurance in China mainly from the standpoint of domestic laws. The valuable insight of international laws has been ignored by them. This article attempts to fill this research gap by scrutinizing the Chinese endeavor of launching compulsory food safety liability insurance through the joint perspective of public and private international law. It further demonstrates that the ideology of human rights of public international law has already penetrated into the body of broadly-interpreted private international law.
후쿠시마 원전사고 이후 광역의 방사성 오염부지가 발생되었으며, 이에 대한 제염작업으로 인하여 다량의 제염폐기물이 발 생하였다. 일본에서는 이를 보관하기 위하여 각 지역에 임시저장시설이 운영되고 있으며, 이들 시설들은 피난지시해제가 이루어진 지역의 일반인에 대하여 방사선학적 영향을 미칠 것으로 판단된다. 본 연구에서는 임시저장시설 인근에 거주하 는 일반인의 방사선학적 안전성 확보를 위하여 임시저장시설 특성에 따른 거리별 공간 방사선량률 및 선량제한치를 만족하 는 임시저장시설로부터의 이격거리를 평가하였다. 이를 위해 임시저장시설의 형태 및 크기, 복토 두께 등을 고려하였으며, MCNPX를 이용하여 방사선량률을 평가하였다. 복토에 의한 차폐효과는 두께가 10 cm일 때 68.9%, 30 cm일 때 96.9%, 50 cm 일 때 99.7%로 나타났다. 임시저장시설 형태에 따른 공간 방사선량률은 지상 보관형일 때 가장 높게 나타났으며, 이어서 반 지하 보관형, 지하 보관형일 순으로 나타났다. 임시저장시설 크기에 따른 공간 방사선량률은 5 × 5 × 2 m 시설을 제외한 시 설에 대하여 유사하게 나타났다. 이는 임시저장시설 내 적재된 제염폐기물에 의하여 자기차폐가 이루어지기 때문이다. 최종 적으로 크기가 50 × 50 × 2 m이고, 복토가 없는 임시저장시설의 경우, 지상 보관형의 평가된 이격거리는 14 m(최소농도), 33 m(최빈농도), 57 m(최대농도)이며, 반지하 보관형의 이격거리는 9 m(최소농도), 24 m(최빈농도), 45 m(최대농도), 지하 보관형의 이격거리는 6 m(최소농도), 16 m(최빈농도), 31 m(최대농도)로 나타났다.
This paper provides a study on the application and proposals of safety culture, new public management and social amplification of risk framework via ship accidents in Korea. This document analyzes what are the concept of safety culture, new public management as well as social amplification and risk framework and describes how 3 issues act, harmonize, interrelate through M/V Sewol accident. Korean government is needed to apply social amplification of risk framework to the in order to promote the safety culture in the maritime administration. Hence, this paper proposes safety framework in order to prevent and resolve future unexpected accident especially for maritime field.
Recent changes in the global climate environment have resulted in a wide variety of climaterelated disasters, including floods, tidal waves, forest fires, droughts, etc. In addition, global warming raises the risk of food poisoning, which may increase the spread of infectious diseases and alter their structure. Under these circumstances, it is necessary to provide accurate and persuasive information to consumers so that they can be fully informed of climate change and alter their behavior accordingly. Therefore, the intention of this study was to develop posters and contents for image production related to climate change and food safety. The posters are focused on consumers with headings such as 『Climate Change Threatening Food Safety』,『Earth getting warmer, your dining table is at risk』, 『Warning signs ahead for the globe』, and more. Five poster drafts were selected initially, and a survey was carried out amongst 1,087 people regarding their preferences, with the most preferred design chosen. The images related to climate change and food safety defined climate change, how it relates to food safety, the risks it poses to the food industry, and lastly, how the public can respond in the future. Therefore, to further communicate the importance of food safety to consumers, the development, education, and promotion of these contents should be performed to provide safety information to consumers in the future.
The purpose of this study is to understand the safety factors of the public transportation and recommend the experimental factors of customer satisfaction. The survey consist of 28 questions of 5 factors about users characteristics on roads, railways, ships, and flights. As a result of multiple regression analysis, we knew that there are three potential factors affecting customer satisfaction. The Factors are named 'expected', 'attitude', 'management', and the variable of factors affect customer satisfaction significantly. Therefore, it is good strategy for effective working to improve customer satisfaction that maintain attitude with safety minds, try to specialized management, and creating expectation for safety considering the difference by the type of public transportation. After considering the meaningful result, for the development of policies for customer satisfaction for safety, we have to consider expected, attitude, and management factors of workers and officials that influence customer safety and try to improve the managerial factors considering the characteristics of their own.
The development of society and the desire for a happy life for the safety of the public's interest in higher things of the increased body, Bain safety awareness and safety of repeated disasters without action to prevent the spread will have no choice but to tough it will also harm. Safety education training from an early age desperately needed for safety's why. Elementary․Middle․High School students' characteristics and level of safety for your knowledge, skills, attitudes and habits in order to train to teach in any manner whatsoever any information about the study will assess the need.
The effective confinement of correctional populations, and the successful rehabilitation and reintegration of the inmates as key elements of correctional objectives are legitimized by the law. However, it is not easy to accomplish these goals at the same time, because these two goals are inherently in conflict: emphasizing on the one may result in weakening of the other. Therefore, both theoretical and practical considerations have been given to reconciliate this contradictory aspect of the two goals. The study examines each issue of "rehabilitation and reintegration" and "public safety" with their relevance to the correctional goals, and then discusses their relationship, focusing on the conflict side of the two goals. Next, attempts are made to find out ways to solve the tension between the two. This paper gives some suggestions as follows; ① The priority should be given to the goal of rehabilitation and reintegration rather than that of public safety and community protection, ② although the safety issue seems secondary in its role in the general correctional objectives, this does not mean that we can ignore this aspect entirely. It should also be considered as an important part of the correctional goals, ③ efficient and effective strategies must be made to preserve secure environment within the facilities, ④ incessant efforts are needed to develop various strategies for the community-based corrections.
국가산업의 발전과 국민생활수준 향상에 따라 고압가스등 가스에너지의 이용분야가 확대되고 있는 현 시점에서 기술능력의 배양과 사고방지를 위한 노력의 필요성은 크게 증대되고 있다. 따라서 주요선진국은 물론 우리 나라를 비롯한 개발도상국에서도 가스안전관리에 관계되는 정책개선이나 입법체계의 개정 또는 규정의 제정 및 정비가 진행되는 등 세계적으로 법령 및 행정분야에서 예측할 수 없는 변화가 일어나고 있고, 국제적으로도 각국의 상호인정협정(MRA) 추진 등 세계적 표준화 기준의 개발과 인증 체제의 정립을 모색하고 있는 실정에 있다. 본 연구에서는 주요선진국의 가스안전법령체계의 비교와 입법동향을 조사해 보고 우리 나라의 가스안전관련 법령의 운영실태를 파악하여 향후의 가스안전관련 제도 발전을 위한 정책적 검토 시사점을 건의코자 하였다.
A survey was conducted to investigate the attitudes of public officials related to food hygiene toward food safety. The official groups were divided into four sub-groups based on their area, agency, gender and age. Response of each group to the survey was statistically analysed. The survey's results showed that most of them (87.0%) were satisfied with a domestic level of food hygiene. But, some of them (29.8%) considered unsatisfactoryly on safety of the food they eat. Their response to food safety did not statistically significant between each group of area, agency and age but, in case of gender, female group showed stastically more negative attitude to food safety than male one (P$lt;0.05). All groups chose residues of chemical substances such as pesticides and food additives as the most potential food risk factor followed by foodborne pathogens, heavy metals and animal drug residues. The results are not consistent with the scientific judgement. Therefore, more education and information were needed for these groups. They pointed out food manufacturer as a responsible group for poor food hygiene (48.7%). In addition, food manufacture and processing were selected as main business types with the lowest level in the food hygiene but official, working in the area of the central government and Seoul metropolitan city, pointed out food services establishments as the poorest hygiene one (P$lt;0.01). This result suggested that education and information to let mind of responded groups change, working in this part, and governmental financial support are needed to improve hygiene level of food manufacture and processing (70.3%). They also chose HACCP as the most effective way for improving the level of food hygiene followed by Recall, PL (Product Liability), monitoring, labeling and increasing of number of company with good manufacture and processing (GMP).
