기존 교량을 일체식 교대 교량과 같이 거동할 수 있도록 교대 흉벽과 상부슬래브를 일체화하는 흉 벽 일체식 교대 교량 공법에 관한 것으로, 교대 흉벽은 뒤채움 토사의 토압을 주요 하중으로 설계되기 때문에 배면부에는 휨보강 철근이 배치되지만 흉벽 일체화에 따른 흉벽 전면부에 온도팽창에 저항하 기에 부족한 철근량을 가지게 된다. 본 실험 연구는 일체화된 흉벽 구조체의 단차부 전면에 부착-정 착방식으로 제작된 FRP 보강체를 사용하여 휨 실험을 수행하고 이를 비교 분석하였다.

헌법 제51조가 선언하고 있는 ‘의회기불연속의 원칙(또는 입법기불연속의 원칙)’이라 함은 해당 입법기 동안 국회에 제출된 법률안을 포함한 모든 의 안은 의원의 임기 만료와 함께 모두 폐기되고 해당 의회기에서 완료되지 못 한 의안은 선거를 통하여 새롭게 구성되는 의회에서 모든 절차를 처음부터 다시 거쳐야 한다는 원칙을 의미한다. 의회기불연속의 원칙은 입법부인 국회 는 독임제 국가기관이 아니라 다수의 국회의원으로 구성되는 합의제 국가기 관이므로 전(前) 입법기 국회와 현(現) 입법기 국회는 법적 구성 내지 성격이 상이할 뿐만 아니라 주권자인 국민이 민주적 선거제를 통하여 국회의원과 국회에 부여한 민주적 정당성의 내용도 서로 다르다는 점 때문에 의안처리 와 관련하여 인정되는 원칙이라 할 수 있다. 의회기불연속의 원칙을 이와 같이 이해한다면, 국회가 통과시킨 법률안이 최종적으로 법률로 완성되기 이전에 입법기가 만료된 경우 해당 법률안은 의회기불연속의 원칙상 입법기 종료와 함께 자동적으로 폐기되고 대통령은 해당 법률안에 대하여 이의가 있는지 여부와 상관 없이 해당 법률안에 대하 여 재의요구를 할 수 없다. 입법기 만료 이후 대통령이 해당 법률안에 대하 여 재의요구를 하더라도 헌법적으로 무의미한 국법행위에 해당되어 재의요 구에 따른 법적 효과는 발생하지 아니한다. 또한 주민청구조례안에 대하여 주민청구조례안을 수리한 당시의 지방의회의원의 임기가 끝나더라도 다음 지방의회의원의 임기까지는 의결되지 못한 것 때문에 폐기되지 아니함을 규 정한 주민조례발안에 관한 법률 관련 조항은 헌법 제51조가 규정하고 있는 의회기불연속의 원칙에 위배된다.

조선 후기 연행사는 청나라 문인들과 필담을 하거나 간찰을 보냈으며, 서예 비첩을 감장(鑒藏)하거나 금석학 교류활동을 활 발히 전개하였다. 본 연구는 이계 홍양호 『이계집』과 관암 홍경모 『관암전서』·『운석외사』에 기록된 서신, 제발, 서문 등을 확인하여 청대 문인 대구형, 기윤, 섭지섭과의 서예 교류 를 주요 연구 범위로 설정하였다. 위 문집과 『동문신교척독 책』과 『두남신교첩』자료를 활용하여 저서, 비첩, 서찰 교류 측면에서 고찰하였다. 또한 홍양호와 홍경모의 학서 소양, 금석 고증 능력, 비첩 감장 원칙을 논술 및 분석하여 교류 의의를 도출하였다. 홍씨 가문은 양국 문인의 가족적인 서예 교류의 대표적 사례이자 견고한 학문적 토대 위에서 진행된 교류를 의 미한다. 양국의 문인들은 필담을 통해 고금의 서예, 금석 학술 에 대해 전면적이고 심도 있는 토론을 전개하였다. 이러한 다 층적인 문화교류는 한·중 서예문화의 발전을 촉진하였다는 점 에서 그 의의가 있다.

국회의 국무총리·국무위원 해임건의제도는 대통령의 독주와 전제를 방지하 고 책임정치 구현에 미흡하다는 대통령제 정부형태의 취약점을 보완하기 위하여 현행 헌법이 마련하고 있는 국정통제장치이다. 현행 헌법상의 해임 건의제도가 대통령을 법적으로 구속하는지 여부에 관해서는 정부형태를 이 해하는 시각에 따라 견해가 대립된다. 우리 헌법재판소는 『대통령노무현 탄핵』사건 결정문에서 헌법 제63조 국회의 해임건의가 대통령을 법적으로 구속하지 않는다고 함으로써 대통령이 국회의 해임건의에 응하지 않더라도 헌법위반으로 볼 수 없다고 판시하였다. 헌법재판소의 해당 결정 이후 대 통령은 국회의 해임건의에 응하지 아니하는 것이 헌법적 관행으로 굳어지 고 있다. 이와 같은 헌법 현실은 여소야대 환경에서 국회로 하여금 해임건 의제도를 배제하고 탄핵소추 수단을 남용하도록 유도할 위험성이 높다. 국 회의 탄핵소추 의결만으로도 피소추자의 직무집행이 정지되는 효과를 가져 오므로 심각한 정치 양극화와 정쟁의 격화를 가져온 작금의 정치 현실에 서 국회 다수당은 헌법재판소에서 탄핵인용결정이 선고될 것인지에 관해서 는 전혀 개의치 않고 탄핵소추에 더욱 매몰될 것이기 때문이다. 탄핵소추 의 남발은 행정부의 정상적인 운영을 저해하고 헌법재판소에 적지 않은 부담을 가하는 폐단을 가져다준다. 따라서 현행 헌법이 규정하고 있는 국 회의 해임건의가 아무런 의미가 없는 무용지물인 제도로 전락한 것을 교 정하고 헌정 현실에서 그 본래의 기능을 발휘하도록 하기 위해서는 국회 의 해임건의가 대통령을 법적으로 구속한다고 해석하는 것이 타당하다.

본 연구에서는 중공사형 이산화탄소 분리막 모듈을 사용하여 수소개질기 배가스로부터 이산화탄소 포집을 목적 으로 한 분리막 공정 최적화 연구를 진행하였다. 랩스케일의 소형 분리막 모듈을 사용하여 혼합기체를 대상으로 이산화탄소 순도 90% 및 회수율 90%을 달성하는 2단 공정 조건을 도출하였다. 막 면적이 정해진 모듈의 분리막 공정에서는 스테이지-컷, 주입부 및 투과부 압력에 따라서 포집 순도 및 회수율이 모두 다르게 나타나기 때문에 운전 조건에 대한 최적화가 필수적이 다. 본 연구에서는 다양한 운전 조건에서 1단 분리막에서 보이는 공정 포집 효율의 한계를 확인하고, 높은 순도와 회수율을 동시에 달성하기 위한 2단 회수 공정을 최적화하였다.

Community composition and abundance of aquatic invertebrates are important for ecological functions. Community characteristics of insects and gastropods were compared in five regions to investigate the effect of geological factors in surveys conducted between June and August to analyze seasonal changes in invertebrate communities. Underwater traps were used to obtain a constant collection effect. Insect communities were dominated by Hydrochara affinis, Rhantus suturalis and Sigara nigroventralis, and nMDS analysis demonstrated the separation of their communities by region. H. affinis and Sternolophus rufipes were not found in Haenam and Cheolwon, respectively. The results showed the effects of regional temperature on the distribution of aquatic insects. Pomacea canaliculata, Hippeutis cantori and Austropeplea ollula were dominant in the gastropod community. The seasonal variation in the abundance of P. canaliculata was the most pronounced, and its abundance in August was 38.2 times higher than in June. The abundances of several species including Hippeutis cantori were negatively correlated with that of P. canaliculata. These results suggest that P. canaliculata is a pivotal factor that drives seasonal changes in gastropod community.

PURPOSES : This study is to analyze the reduction effect on road pavement damage from the installation of weigh-in-motion systems used for overloaded vehicle enforcement, from the perspective of traffic assignment. METHODS : Fixed-demand multi-class traffic assignment was conducted by VISUM, a macroscopic traffic simulation software. We considered three vehicle classes and calculated the traffic load for each road link using the ESAL(Equivalent Single Wheel Load) factor, as proposed by ASHTTO(American Association of State Highway and Transportation Officials). We set up scenarios with weigh-in-motion installations in certain sections and observed how the traffic load changed before and after the installation of weigh-in-motion for each scenario. RESULTS : Three main trends were observed. Firstly, at points where weigh-in-motion systems were installed, traffic load significantly decreased even with the influx of cars and trucks following the restriction of overloaded trucks, highlighting the significant influence of overweight vehicles on the traffic load. Secondly, even when overweight vehicles detoured, there was no significant change in the overall network's traffic load. Lastly, the detour of overweight vehicles led to an increase in the total driving distance and time for all vehicles. CONCLUSIONS : Installing weigh-in-motion systems in sections with a lower structure number, which indicates thinner road pavement, can prevent damage in those specific areas without affecting the entire road network.

In this study, we examined the effects of gamma irradiation dosage on the mycelial growth of Auricularia auriculajudae and performed analyses of fruiting body yield, growth characteristics, taste, fragrance, and mineral composition. Assessments of mycelial growth in response to gamma irradiation at different intensities revealed an enhancement in the growth of fungi exposed to irradiation at 200 Gy. Fruiting body yield was also highest at 200 Gy, followed by 800 Gy and the control group. On the basis of these observations, we subsequently applied gamma ray doses of 200 and 800 Gy to examine the effects of irradiation on fungal quality characteristics. In terms of the taste of fruiting bodies, we detected no significant differences among the control, 200 Gy, and 800 Gy groups. Contrastingly, with respect to fragrance, we found that fungi treated with 200 Gy were characterized by a pattern that differed from those of the control and other treatment groups. Furthermore, whereas we detected no significant difference among treatments with respect total dietary fiber content, calcium content was found to be higher in the treatment groups compared with the control group, with the highest content being measured in fungi exposed to 800 Gy irradiation. Copper content was confirmed to be higher in the control group, whereas there were no significant differences between the fungi irradiated with 200 and 800 Gy. Contrastingly, the highest levels of zinc were detected in response to 200 Gy irradiation, followed by 800 Gy. Collectively, our findings thus indicate that gamma irradiation can contribute to promoting increases in the fruiting body yield and mineral contents of mushrooms.

This study attempted to provide implications by analyzing the impact of business Owner’s safety commitment on industrial accidents and examining the mediating role of management supervisors’ safety leadership and worker participation. Analysis was conducted on 2,067 manufacturing sites with 20 to 50 employees in the 10th Occupational Safety and Health Survey data. SPSS waw used to secure the reliability of the measurement variable. Hypothesis vertification was carried out after securing the suitability and validity of the structural model using AMOS. The direct impact of three latent variables on industrial accidents was confirmed: the business owner’s safety commitment, the management supervisor’s safety leadership, and the worker participation. The employer’s safety will and the management supervisor’s safety leadership do not directly affect industial accidents, but it has been verified that worker participation has a diret impact on industrial accident reduction. In addition, it has been confirmed that the safety leadership and worker participation of the management. Supervior have a complete mediating effect on the reduction of industrial accidents by mediating with the safety leadership of the management supervior and the participation of the workers. This study analyzed the impact on industrial accidents by dividing the stakeholders constituting the workplace into three classes: business owners, superviors, and workers, but the results suggest that employers and all workers inside the workplace may be organically linked to achieving the goal of reducing industrial accidents. Therefore, in order to establish an autonomous safety management system for safety and health at workerplaces, efforts are needed to reduce industrial accidents in their respective location by forming an organic community among internal stakeholders.
